Buying a SIM card in Portugal: airports, shops and no paperwork

Portugal is in the EU and EU roam-like-at-home applies in full. An EU or EEA SIM works here on your domestic allowance at domestic prices. There is nothing to buy and no reason to read on.

Everybody else: Portugal is one of the easiest countries in Europe to get connected in, for one specific reason.

No ID required

Most of Europe makes you register a prepaid SIM against a passport. Portugal does not. No ID is asked for at most retail outlets — you pay and walk out with a working line.

That matters more than it sounds. The passport check is what turns a two-minute purchase into a fifteen-minute one at counters elsewhere, and it is why Portuguese airport queues are short.

At the airport

Lisbon Humberto Delgado (LIS) — NOS and Vodafone Portugal. Peak queue around 10 minutes.

Porto Francisco Sá Carneiro (OPO) — NOS and MEO. Peak queue around 8 minutes.

Faro (FAO) — NOS and Vodafone. Peak queue around 15 minutes, the longest of the three, which fits an airport that handles the Algarve holiday traffic.

A generic airport tourist data package runs about $15. That is the convenience price.

In town, for less

NOS, MEO and Vodafone all run carrier stores nationwide, and tourist packages there run €10–20 for 10–30GB. No passport needed there either.

That is the better buy. €10–20 for 10–30GB works out at roughly €0.67–1.00 per gigabyte, against $15 for an airport package whose allowance is usually smaller. If you are staying more than a few days and will use real data, walk into a carrier shop rather than queueing on arrival.

There is no urgency about doing it immediately. Free wifi in Portugal is excellent and near-universal — airports, hotels, cafés and restaurants — and Lisbon and Porto are both extremely well connected. You can land, get online for free, and buy a SIM when it suits you.

NOS is the carrier we recommend for visitors: the best all-rounder for road trips, the Algarve coast and Madeira. MEO is equally strong for rural inland travel. Vodafone is excellent in the cities. All three offer 5G in Lisbon, Porto and the Algarve, and the national average speed is about 50 Mbps.

Or buy nothing at a counter

An eSIM installs before you fly and activates on landing. No counter, no queue, no shop-hunting.

For a short trip, the eSIM wins easily — $2.90 to $4.00 for a gigabyte beats anything sold over a counter, and you skip the queue entirely. For a longer stay with heavy use, the local package and Airalo's larger bundles land in much the same place on price, so pick on convenience. Saily is the exception to watch: it is a cent cheaper than Airalo at one gigabyte and $5.99 dearer at ten, so an entry price is not a guide to the rest of a provider's ladder.

What we would do, concretely. A week in Lisbon or the Algarve, moderate use: install an eSIM before flying, around $4–8, and never think about it again.

A month, a rental car and a lot of tethering: land, use the airport wifi, and buy a €20 local package at a NOS or MEO store in town. No passport, no registration, better value than anything an airport counter will sell you.
