Buying a SIM card at Lisbon Airport (LIS)

The one thing to know before you land

The SIM counters at Lisbon Airport close at 23:00. Lisbon takes a lot of late traffic — long-haul from Brazil and North America, the last low-cost rotations of the evening — and if you are on one of those, there is no counter, no queue and no decision to make. You arrive with whatever your phone already has.

That single fact reframes this whole page. For daytime arrivals, buying at LIS is a reasonable if slightly overpriced option. For late arrivals it is not an option at all, and the only version of "buying a SIM at Lisbon Airport" that works is one you did before you boarded.

Do you need to buy anything at all?

Portugal is in the EU. If your plan came from anywhere in the EU or EEA, roam-like-at-home means it works in Lisbon at your normal domestic allowance and price. Nothing to buy, nothing to install, no counter to find — closed or otherwise.

British arrivals should check their own tariff. EU roaming from a UK plan is no longer guaranteed after Brexit; some operators still include it, others bill a daily fee that over a week or two exceeds anything on this page. Arrivals from Brazil, the US and elsewhere outside the roaming zone need to do something, and this is who the rest of this is for.

What is in arrivals, while it is open

NOS and Vodafone Portugal both sell in Lisbon arrivals. Portugal requires no ID for a prepaid SIM, so there is no registration step and no passport scan — you pay and walk away. That is a real advantage over Germany or Spain, and it is why the queue moves.

Peak queue is around ten minutes; off-peak is three.

Beyond the 23:00 close we hold no further opening hours, and no terminal-level breakdown — Lisbon has two terminals and our data does not say which counters sit where. If your arrival is anywhere near the cut-off, plan as though the counter will be shut.

What it costs, versus what an eSIM costs

Our country data puts a typical Portuguese airport SIM at around $15. Portugal is one of the cheaper eSIM markets in Europe, so that number does not look good next to the alternatives.

These are the plans we have read directly off Airalo's own site, sold under the retail name Fofo Mobil:

A long weekend in Lisbon on 3 GB is $6.50, verified — under half a counter SIM, and working the moment you land at midnight when the counter is dark. At the other end, 50 GB for $35 is $0.70 per gigabyte, the cheapest rate anywhere in our Portuguese data and among the lowest in Europe. Lisbon attracts a lot of people staying a month rather than a weekend, and for them the small plans are simply the wrong row to read.

Cheaper options exist at the bottom. Saily's 1 GB for 7 days is $3.99, read off Saily's own site on 16 August 2026. Do not read Saily's cheap entry price as a cheap range: its verified 10 GB month is $16.99 against Airalo's verified $11, and its 20 GB month $27.99 against $19. Which network, and why we will not guess

At the counter you know: NOS is NOS, Vodafone is Vodafone.

With travel eSIMs, we do not know. Airalo publishes no host network for Portugal — "Fofo Mobil" is a retail product name, not a carrier. Saily and Nomad publish none either, naming no Portuguese carrier anywhere. Holafly publishes none either, whatever the NOS, MEO and Vodafone Portugal listing this page used to carry against it. eSIMCard lists NOS and MEO in its own product description, which is the seller's own claim and has not been independently confirmed, so it should carry no weight in a decision.

For Lisbon itself this is close to academic. The city is comprehensively covered by all the Portuguese networks, and the coverage question only starts to matter if you are heading into the interior.

Practical notes

Free WiFi is normally available throughout Lisbon Airport — which is what makes a midnight arrival survivable. You can buy and install an eSIM standing in the arrivals hall, get Uber or Bolt working, and be in a car before you would have reached the front of a daytime queue. Public transport and taxis also serve the city centre; we hold no fares or journey times for either.
