Comparing SIM options for Portugal: local, eSIM, or nothing

Portugal is an EU member with no restrictions on visitors buying connectivity, and EU roam-like-at-home applies in full. If your phone is on an EU or EEA plan, your domestic allowance works here at domestic prices. Buy nothing.

The comparison below is for arrivals from the UK, the US, Canada, Australia and everywhere else outside the EU roaming area.

The local SIM is unusually easy here

Most countries make you register a prepaid SIM against a passport. Portugal does not. No ID is required — it is an instant over-the-counter purchase, which removes the single biggest reason travellers avoid local SIMs.

Four carriers sell prepaid: NOS, MEO (Altice Portugal), Vodafone Portugal and Digi Portugal. Tourist packages run €10–20 for 10–30GB, sold at Lisbon, Porto and Faro airports and at carrier stores nationwide. A generic airport tourist data package runs around $15.

Queues are short by international standards: roughly 10 minutes at Lisbon, 8 at Porto, 15 at Faro at peak. And free wifi is excellent nationwide — airports, hotels, cafés and restaurants all offer it — so there is no urgency to buy the moment you land.

NOS is the network we recommend. It is the best all-rounder for road trips, the Algarve coast and Madeira. MEO is equally strong in rural areas. All three major networks run 5G in Lisbon, Porto and the Algarve, and the national average speed is around 50 Mbps.

What the travel eSIMs charge

Airalo's prices below were read from its own site on 13 August 2026, Saily's on 16 August, and Nomad's and Holafly's on 18 August. The rest are indicative and worth checking before you buy.

eSIM Go also sells Portugal, but we hold no plan price and no host network for it, and will not guess at either. The same now goes for Nomad's network column and for Holafly's: earlier versions of this table put two Portuguese carriers against Nomad and three against Holafly, and both lists came from our own generated data rather than from the sellers. Nomad names no host network in any of the 47 countries whose prices we have read off its site, and Holafly names none in any of the 28 we read off its site on 18 August 2026 — Holafly publishes no host carrier anywhere.

Two things worth knowing beyond the headline prices. Holafly does not permit hotspot, which disqualifies it if you tether a laptop. And unlimited is a three-horse race in Portugal: Airalo, Nomad and Holafly sell it, with Nomad's fair-use cap at 2GB a day and Nomad cheapest at every window the three of them share — $11, $18, $25 and $33 against Holafly's verified $11.90, $20.50, $27.50 and $36.50. Above ten days only Airalo and Holafly continue, at $48 against $50.50 for fifteen days and $69 against $73.90 for thirty. Saily sells no unlimited plan for Portugal at all — its range runs from 1GB over seven days to a verified 20GB over 30 days.

The per-gigabyte reckoning

Small plans are the eSIM's territory. Nobody sells you 1GB at a Portuguese airport for $2.90.

Volume is where it gets interesting:

The local SIM, Airalo and Nomad all land in the same range. Saily is the outlier — roughly 40% more per gigabyte at 20GB than Airalo, despite being a cent cheaper at 1GB, which is a reversal worth noticing before you buy on entry price alone. All three of those providers have now been read off their own sites, so it is not an artefact of stale figures. An earlier version of this table had Nomad's 20GB at $28; the real price is $20.

So the honest verdict for Portugal: for a short trip, an eSIM at around $4 is the sensible buy and the queue is not worth joining. For a fortnight or more with real data use, a €10–20 local package is as cheap as anything and takes ten minutes, because there is no ID to produce. Airalo's verified 50GB at $35 and Nomad's 20GB at $20 are the two eSIM prices that compete head-on at volume. None of the three providers whose prices we have verified — Airalo, Saily and Nomad — publishes which Portuguese network it uses; and the NOS and MEO pair our data once carried against eSIMCard's rows came from our own text rather than from eSIMCard. Holafly used to appear in this sentence with NOS, MEO and Vodafone against it; it publishes no host network in any country, and that has been withdrawn.

Where both fail

No SIM or eSIM fixes these:

• The interior Alentejo and the mountainous Trás-os-Montes
• Dead spots on some Algarve cliff walking trails
• The remote Azores islands of Flores and Corvo, where coverage is limited
• Douro Valley wine country, with gaps on the boat tours
