Bath: the honest answer is you don't need a separate plan

Short version

Do not buy anything specifically for Bath. It is the UK's most visited city outside London, and it is also one of the least demanding places in the country to get a signal. Small, dense, fully covered, and 90 minutes by train from Paddington. Almost everyone who comes here arrives on a data plan they already bought for London or for the UK as a whole, and that plan works.

What the coverage actually looks like

If you are visiting then, the practical fix is not a bigger data plan. It is agreeing a meeting point with your group before you go in, and screenshotting your tickets rather than relying on loading them in a crowd.
