Cell C South Africa SIM card: local eSIM, RICA and what is not stated

Is a Cell C South Africa SIM card a good choice for a visitor?

It is a possible choice for a longer stay, but Cell C does not make it easy for tourists. Its site lists a local eSIM and takes a passport for RICA registration, but it asks for proof of address, shows no tourist pack, and on 8 October 2026 displayed a notice that its RICA service was temporarily unavailable.

What does Cell C sell?

We read Cell C's homepage and its RICA FAQ on 8 October 2026.

  • Prepaid. The site has sections for airtime, data, voice and combos and links to price plans, with no SIM or bundle prices we could read.
  • Local eSIM. A link to explore.cellc.co.za is described as local eSIM. We did not read the conditions.
  • Travel eSIM. A separate Travel eSIM is promoted for use abroad with "local-like" pricing; it is not a South African tourist SIM.
  • Tourist SIM. None listed.

How does Cell C's RICA work for a passport holder?

The RICA FAQ says a passport is accepted as ID if it has not expired, and does not give separate rules for foreign nationals. Proof of address is defined as any document showing your full name and the address where you live, with examples such as bank statements, utility accounts, telephone accounts and lease agreements. That is the hard part for a tourist. The FAQ does not say what a visitor should show. It also does not state RICA requirements for eSIM, though both options link from the same page. The page carried a notice that the RICA service was temporarily unavailable, and the homepage said the online RICA service was unavailable, so allow for delays.

The homepage makes no 4G or 5G claim and links to a coverage map that we did not open. Our network notes do not recommend Cell C for tourists; that is an unverified lead.
