Buying a SIM card at Rome Ciampino (CIA)

What we hold for Ciampino, and why it does not add up

This page is shorter than the others because the data behind it is thin and, in one place, self-contradictory.

The notes we inherited for CIA say two incompatible things. One line records SIM kiosks in the arrivals hall. Another says flatly that there is no SIM counter at Ciampino. We have not been able to resolve which is right, and we are not going to guess: an airport page that invents a shop is worse than one that admits it does not know.

The queue figure we hold is 2 minutes at peak and 1 minute off-peak. That is consistent with either story — a tiny counter almost nobody uses, or a note about a hall where there is nothing to queue for.

What this means practically: do not land at Ciampino planning to buy a SIM. If something is there, treat it as a bonus.

Ciampino is a European airport, and that changes the answer

CIA is Rome's low-cost airport, and the overwhelming majority of what lands there comes from elsewhere in Europe. That single fact settles the question for most readers.

If your phone plan was issued in the EU or EEA, roam-like-at-home already covers Italy at your domestic rates and out of your domestic allowance. You do not need an Italian SIM, an eSIM, or the counter that may or may not exist in arrivals. Turn data roaming on and carry on.

This is the reason we would not recommend the FCO approach here even if we could confirm a counter. At Fiumicino a large share of arrivals are long-haul. At Ciampino most are not.

If you are arriving from outside the EU

Then buy before you fly, because arrivals at CIA cannot be relied on.

From our Italy plan data, checked on 13 August 2026: Saily sells 1 GB for 7 days at $3.99, and Airalo's Italian product — sold as Mamma Mia at checkout — starts at $4 for 1 GB over 3 days. A verified 10 GB for 30 days is $19, and the cheapest data in the country by some distance is the verified 50 GB month at $35, which is $0.70 a gigabyte.

None of those providers publishes which Italian network the plan roams onto, so pick on price and validity rather than on coverage promises. Two of the six do list operators against their Italian plans, but that is their own marketing rather than anything we have confirmed.

The alternative: buy in Rome, not at the airport

Italy requires a passport or ID document to register any prepaid SIM. That is true in a city shop exactly as it is at an airport counter, so buying in town costs you the same paperwork and nothing extra.

What it buys you is choice. Rome has carrier stores for all the Italian operators, staff who can register a SIM properly, and none of the airport premium — our figure for a SIM bought at an Italian airport is around $18, and we hold no evidence that a Ciampino counter, if it exists, would beat that.
