The second variable is a carrier lock. A Z Flip bought on contract or through a trade-in promotion may be locked to the network that sold it, and a locked handset can refuse a third-party eSIM profile while giving you nothing more informative than an activation error. The hardware is fine; the permission is not. Ask the original network to unlock it, which most will do once the device is paid off.
