Rakuten Mobile Japan SIM card: built for residents, not clearly for tourists

We found no current tourist SIM from Rakuten Mobile itself. Its own pages describe a resident plan with its own network plus a roaming deal.

Is a Rakuten Mobile Japan SIM card a good choice for a visitor?

Probably not as a short-stay purchase. Rakuten Mobile's English pages that we found describe a domestic plan, the SAIKYO Plan, and marketing aimed at foreign residents. We found no official Rakuten Mobile tourist SIM or visitor eSIM, and we say that plainly. Many "Rakuten" listings that show up in search are third-party sellers on Rakuten's shopping site, which is a different thing from Rakuten Mobile.

What did we find?

Rakuten Mobile's pages describe a single main plan, with overseas use included in 107 countries and regions as of April 2026 per its overseas page, and family discounts. We are not quoting plan prices because the search excerpt mixed promotional content and we could not check the plan page directly.

On foreign sign-up, Rakuten says about a quarter of its store contracts come from non-Japanese residents and that multi-language support exists, but some services and documents may be Japanese only. It has an English "required documents and procedures" page, which we could not read, so we do not know what a visitor on a short stay could use. Check that page first.

Rakuten Communications, a related company, operates an MVNO business that uses the Rakuten Mobile network, and that business was transferred to Rakuten Mobile on 1 April 2025. The corporate page we opened lists no consumer plans or prices. Search results also mention a "J-TripGateway" prepaid tourist SIM from Rakuten Communications, but the page we opened did not describe it, so we cannot confirm it is current.

Rakuten Mobile coverage: what Rakuten says

Rakuten's own pages say its network passed 96 percent 4G population coverage in February 2022, counted by census blocks where more than half the area has service. It also described a roaming agreement with KDDI that it expected to lift population coverage to 99.9 percent from June 2023, with unlimited high-speed data in partner areas at the same price. Those are 2022 and 2023 statements. Rakuten's current map is the thing to check for your route.

Rakuten versus a travel eSIM
